Does it need to be the length from my reel to the water where I cast or just twice the lenght of my pole plus a few turns on the reel? How long should my shock leader be when I’m up on a pier 30 ft high (Sharky’s in Florida)

Staying in Cancun for a week in May. Wanted to charter a private boat for the family. Marlin fishing and lots of relaxation. Which place should I look into. Heard horrible things about aquaworld (hotel recommended).For $800 I don’t want to get cheated.

I have had some experience fishing. I want to do some pier fishing, some on-the-beach fishing and maybe some boat fishing. What rod/reel combo should i get and how much is it? (Money is not an issue)
